It depends on the hole.
Whose hole?
Are we talking biology here?

"Giant" implies what . . . ?
Bigger than "Economy" or "Family Sized" . . .?

There are so many.
Define "hole."

I really don't have enough to go on here. Saying "giant hole," and "dumping," and "money" and failing to establish what any of it means is only asking for trouble.
It is like the government itself:
it has no idea what the hole is either----I will bet you grandly that the government has no idea where the hole is, how big the hole is, whose hole it is, whether it is bottomless, whether it exists in reality or only in the abstract, who controls the hole's activity (we're dangerously close again to the biological), and does the hole represent a threat----in which case it may be a military matter, as is the usual conflict-resolving mindset.
Can you blow up a hole? Won't that just make the hole bigger? Isn't that part of the reason we're talking about holes here . . .?
How much will it take to fill that hole with money?-----probably more money than there is. Depending on how big the hole, and whether filling the hole with money-----if it is a money hole----will again only make it bigger...

I am mystified.
Too many questions, too many toxic derivatives.

Sorry to burst your collective bubbles, but theat giant hole has been around for quite awhile. It is just more obvious where the openings are right now.
